Biplab Bhattacharya is working as a Senior Transportation Engineer and Chief of the Independent Assurance & Reference Sample Program Branch for the California Department of Transportation (Caltrans). Biplab received his Bachelor’s degree in Civil Engineering from National Institute of Technology, Rourkela, India, and he received his Master’s degree in Civil Engineering from the University of Mississippi. He started his career as a Research Engineer at Applied Research Associates, Inc. (ARA) in 2006 and he was promoted to Senior Research Engineer. He worked with ARA for 12 years, where he was involved in various projects related to pavement & materials and provided technical support to FHWA, AASHTO, NCHRP, Caltrans and other State agencies. Biplab was one of the key members of ARA’s research team that developed AASHTOWare Pavement ME Design (Pavement ME) software. He also worked on the implementation of Pavement ME procedure in nine States, including Arizona, Colorado, Georgia, Idaho, Mississippi, Pennsylvania, Utah, Wisconsin, and Wyoming, and as a Principal Investigator, he led the Pennsylvania DOT’s Pavement ME implementation effort. Biplab joined Caltrans in 2018 at Materials Engineering and Testing Services (METS), where he worked on Joint Training & Certification Program, Reference Sample Program, and Interlaboratory Studies. He, then, moved to Pavement Program/Office of Concrete Pavements in 2019 and worked on various projects related to concrete materials and concrete pavements. In 2021, Biplab was promoted to Senior Transportation Engineer and has been managing Independent Assurance Program, Reference Sample Program, Interlaboratory Studies Program, and Inertial Profiler Certification Program.
