Kristine is an access management and thoroughfare planning specialist, transportation and land use policy analyst, professional urban planner, professional technical writer, and experienced public speaker. Kristine was principal Investigator for the TRB Access Management Manual (2003, 2014), co-author and editor of an International Access Management Primer, and has conducted training for the Florida Department of Transportation, local governments and regional agencies on land development and access management, as well as multimodal transportation planning . She recently completed a national study on methods to integrate equity into the regional transportation planning process. Ongoing projects include: Second edition of the Model Land Development Regulations that Support Access Management (FDOT), the FDOT National Access Management Benchmarking Study, and a graduate level engineering course in Sustainable Transportation resulting in student complete streets conceptual designs for Morgan Street (Hillsborough MPO and City of Tampa).
Her professional activities include member and former Chair of the TRB Access Management Committee, member of the TRB Eminent Domain and Land Use Committee, a Fulbright Senior Specialist in urban planning and member of the Fulbright Urban Planning Peer Review Committee, recipient of the Institute of Transportation Engineers 2008 Transportation Planning Council Best Project Award for “Transportation Concurrency: Best Practices Guide” and recipient of the 2004 FAPA Award of Excellence for her guidebook on multimodal transportation policy (“Model Regulations and Plan Amendments for Multimodal Transportation Districts”). She has a Master of Urban Planning Degree from Michigan State University and is an Adjunct Instructor at USF where she teaches a graduate level course in Multimodal Transportation Planning.
