Kenneth Ray Hobson will serve as the Industry and Technology Transfer Coordinator for the Southern Plains Transportation Center (SPTC). He has earned a B.S. in Civil Engineering from OU in 1993. In 2004, he became a licensed Professional Engineer in Oklahoma. He started his asphalt career at Oklahoma Department of Transportation (ODOT) July 1984 as an asphalt plant inspector. Shortly, he took a position in bituminous branch as an asphalt design laboratory technician. Then he served as the Bituminous Branch Manager at ODOT. As part of his asphalt career at ODOT, he inspected asphalt plants, helped create Hveem and Superpave asphalt mixture design protocols, and performed asphalt binder and mixture testing. As Bituminous Branch Manager at ODOT, he managed both asphalt binder and mixture laboratories until his retirement in 2015. In this role, he developed specifications and special provisions for ODOT and worked closely with the asphalt industry to implement them. He was instrumental in ODOT’s implementation of Superpave design, warm-mix asphalt, and balanced mix design. From 2016 to present, he has been managing the Asphalt Laboratories at OU, on a part-time basis. His leadership in forensic investigations of pavements has benefited ODOT and industry in identifying cost-effective and implementable solutions to recurring distresses and failures of pavements. He was a member of the Association of Asphalt Paving Technologists (AAPT). Also, he was the committee chair for NCHRP 9-59 and technical advisor for NCHRP 9-57 and 9-57A.
