Dr. Qingbin Cui is a Professor of Civil Engineering at the University of Maryland with over 20 years of industry and research experience. He recently led the development of several systems including the P3-VALUE tool for FHWA, and geoTrack system for MDOT SHA. He advised Anne Arundel County and developed decision making matrix for selecting energy management system. Dr. Cui is a leading scholar in the field of environmental impact of highway construction materials and projects. He led the development of the methodology for the use of foamed stabilized base to determine the carbon credits via the voluntary carbon market. Dr. Cui holds a B.S. in Construction Engineering and Management, M.S. in Economics from Tianjin University, and Ph.D. in Civil Engineering from Purdue University.
