Culvert Asset Management Data Error Analysis

Abstract: This research investigates the quality and accuracy of the 2022 contributions to a geolocation database of New Mexico culverts created by New Mexico Tech (NMT) for the New Mexico Department of Transportation (NMDOT). The overall project is a multiyear effort between multiple institutions to inspect every culvert maintained by NMDOT. The 2022 data was collected by trained field inspectors and reviewed by a quality control team  using fields such as number, material, span, silting, erosion control, and location. The database contains 10,499 culverts with physical descriptions and condition appraisals. A random sample of 1,059 culverts, roughly 10% of those collected, were analyzed and 40 culverts contained errors, while 52 errors were clearly identified, resulting in 3.6% of culverts containing at least one error. GPS locations were required to be within 1.5m (5ft) horizontal accuracy; 7.0% of the total population (10,499) of culverts had a horizontal accuracy greater than 1.5m.  Errors present in the database could affect how culverts are prioritized for maintenance and assessment by NMDOT. The analysis provides insights into how to improve the appraisal process and minimize errors in the future, including a standardized error documentation process.
